Yes he would. He'd be killing the most dangerous people alive so that they wouldn't kill anyone else. At least put them in a coma or something! Break their arms and legs, then send them to jail.

But his parents had a family, and the criminals he fights, no one cares about them. In fact, I bet everyone would celebrate if they all where killed.

The idea is that showing respect for human life, no matter what the life in question has done, is what separates him from his enemies. He's already decided he's not the one who gets to choose who lives and who dies. What you're suggesting, declaring yourself judge, jury, and executioner actually makes you worse than, let's say, Two Face, during his faux-vigilante days. The problem, though, is particularly with the Joker. It's been proven what Batman does not work on the Joker.

The real reason: He's got immunity.
