Well we can get to level 11 with dual tactics alts now so we can get to like 12-13 I'd wager with the new version's triple tactics.

so if he can make upgrades over 10 why can't I? (of course only allowing up to level 10's to fight it wouldn't help since it'd prolly put me to level 11 for an ideal setup.)

The Fallen's stats alone cost a cool 2 billion xp, and put it at level 12. Throw in similar tactics and we got a level 15 on our hands.

Perhaps not, but when compared to official stats for Galvatron, a character who *could* be considered a "Herald of Unicron," it does seem rather... odd, especially for a comparitively obscure character - even if he is one of the "original thirteen."
