Granted not all the time but I think Jack's resourcefulness can offset the experience factor. Jack is a skilled swordsman and trained in other martial art forms

Breaking steel: Dante's sword was said to be able to cut through any material on Earth, but it was never shown being able to break Vergil's katana.
Deflecting Automatics: Not so much automatic (More like Semi-automatic), but he did not only deflect fire from one of Dante's pistols, but he caught them on his sword, laid them neatly in a line, then hit them like a line of golf balls back at Dante. (Who cut them all in half in one neat stroke)
Other feats:
Fighting off a large number of demons with inhuman skill.
Three cuts, one movement...but his blade didn't even come close.
Golfing and other.
JACKPOT!

I don't think so. Dante and Vergil were never shown to be even. In fact, Dante was never shown to actually beat Vergil. The first fight, Vergil won (via cutscene, anyway) the second fight, Arkham intervenes and kicks both of their asses, and Vergil throws the final fight.
So...maybe.
