Tech specs give it to Jetfire. Tech specs are never wrong! [Sarcasm.] 
It's fairly close, though. Jetfire is better in intelligence and courage. Starscream Classic is much more a coward than Starscream G1. Classic can be driven off quite easily with a strong, bold attack.
