Just for record sake, Prime called Ironhide his 'old friend' too and nobody ever theorized he was Dion.
If you get technical, David Wise wrote the story long before the character of Ultra Magnus was created for the movie. Writers working on the later half of the second season had no knowledge at that time of the new characters that would appear in the movie. However, given how the set up was given early on in the War Dawn episode, it is quite possible it was his intention to make Dion be turned into Ironhide.
Many things of what David Wise had written in his script version did not make it into the animation. Most importaintly how Megatron really killed Orion Pax and the brutal reason why Optimus Prime needed to wear his famous mouth-cover.
Well, In David Wise's version, Megatron had ripped one of Orion Pax' arms of his body and used that arm to club Orion's head off his body, which dislodged his lower jaw. There was also supposed to be a part where Orion kept trying to get up, after Megatron had ripped his arm of his body. At one point, before killing Orion, Megatron made the reference that he was his worst nightmare. Yeah. On the Rhino dvd interview, David Wise said that he was even surprised that they still left the part in there where Orion gets shot in the chest.
