It's Britain, and as far as I know Ravage is the first and only UK released Alternator to have a GB number plate the rest are identical to the US releases. Many of of of the Japanese versions do have the steering wheels on the other side better/more paint apps, and the obvious diecast. There are a few documented steering wheel variants in the US but Other than that most Alts are identically in all countries.
