That's because Jedi are high priority. Not only because it takes decades to properly train them, or because they would have valuable information, but because, done just right, a Jedi can be twisted into Sith. And that's no good for anyone.

Technically yes, but wrong definition of "defect." Slick defected to the Separatists, and got numerous other Clones killed. He wasn't executed for being defective, he was executed for being a traitor. Meanwhile, 99, an actually defective clone, was still put to work basically as a janitor on Kamino.
