Tactics used to never count towards your level. Which, as said, a few people would max out, allowing them to stay at lower levels but cause a LOT of damage.

That was eventually changed and tactics counted towards your level and thus level 11's were born ... which brought about high level missions flooded with medics which resulted in battles that went on for an eternity and **** loads of XP generated. This eventually lead to it being discovered that a few of the players in the Top 25 (that's all that was shown on the high scores) were in fact duplicate accounts or account sharing. So time limits were added to missions to prevent endless missions, accounts were banned (a couple were allowed to continue ... they know who they are), the Top 25 was expanded, and eventually level caps were introduced because people were sick and tired of hearing about "level bullies".

FYI ... I'm cleaning up a bunch of code in HMW today, trying to track down if HMW is the reason the site keeps doing 503 errors. There are about a dozen functions duplicated among 8 or so files, where those files should all be pulling the functions from 1 common shared file. This isn't what is causing the problem, but it is part of my effort to clean up the HMW code so that I can take a look at other issues later down the road (and to hack away at the styling of HMW which is desperately in need of a massive overhaul). If you see any errors related to functions, please let me know. You'll know when you see those types of errors!

Hm ... for the life of me I couldn't get the main index.php page of HMW to stop producing a 503 error page. Turned out it was cached, which I didn't realize Chrome would do after using it for 10 years. Not sure if this is a new behavior of Chrome or what. I verified that this was the case by logging into HMW via a private viewing session. Once I verified this flaw, and cleared the cache in Chrome, the 503 went away oddly.
