We can't assume that that's the reason. If the Allspark could reactivate Megatron, give a body to the disembodied head of Frenzy, activate lifeless technology into new beings (Dispensor, Ejector, and the like...), then it could definitely revive Jazz. The Autobots didn't know it was capable of doing so as a shard, or Prime knows it's made of pure evil, or something.
I'm starting to think it can create evil, restore pre-existing good, and that's about it. Beyond that, the whole danged thing makes no sense.
Ok, lets break this down since people seem be kicking this without looking at it...
Instance one...Frenzy gets his entire body back, the All spark was whole as well.
Instance two..Sam bumps into the car and stuff comes to life... All spark was whole, the radius of the effect was quite large as well. Whether the transformed devices are inheritly evil due to being reverse engineered from Megatron himself or simply feral and untrained is never explained. But new lifeforms seem be violent which Prime said, Were we so different? to Ironhide, suggesting may be how all new lifeform from theirs responses.
Instance Three...Sam uses the allspark on megatron.. it is simply too much power for one being to contain, and fries him.
Instance Four...Rotf...a small splinter transforms Sam's kitchen..not the entire house into wild transformers. The area of effect was much smaller than the entire Allspark, as it probably have effected his whole house. Reasoning, smaller pieces are less powerful.
Instance five...Megatron's revival, While it was a good eighth of the Allspark, which fans were speculating it could be used revive Jazz, it was no powerful enough alone to fix Megatron as the whole Allspark rebuild Frenzy completely in seconds. Why they still needed parts then to fix Megatron. The remainant piece seem be able to convert to enough juice repower megatron, as if the whole thing was powerful enough restore an entire planet, that a decent sized piece could revive a single transformer.
The Autobots themselves didn't know this though, while Decepticons had the Fallen to consult for knowledge of the Allspark. They didnt evne know about the Fallen as he was likely a black mark on history of cyerbtron the elders didnt care talk about. Prime and autobots likely valued the allspark too much use it on jazz anyways since it contained their history. Again they didn't know it was absorbed into Sam as its new host either.
Instance Six... Reviving Jetfire, jetfire wasn't dead, simply in stasis lock. Giving him enoguh juice operate is a much different feat than giving him enough juice come back to life. As we've seen the pieces of the Allspark get weaker the smaller they become. The piece did not restore Jetfire to perfect working order either, as he still was running so so. (like his transformation got jammed, and his weapons went backwards heh.)
So given info we've seen the larger the peices of the Allspark, the more power it has, and the smaller it gets the weaker it becomes. This why the splinters didn't revive Prime. It wasn't a plothole in that regard, it just wasn't explained in full detail, but the data was consistent across both films to draw a reasonable conclusion from it all if you truly wish to nitpick.
