i saw it on the cyber raptor episode and i t looks like the creators pulled it out of thin air!

It is from the alien ship Metalhunter that showed up on earth in the episode Other Visits pt.1 in season 2.

Megs stole the actual driver (the black and red thing) as he escaped after the Maximals destroyed the fortress in the second part of the episode.

Yep, thats the most widely acepted belief, but realy they pulled it out of thin air.

Not exactly, it's implied. Which brings up the other belief that through study and experimentation he came up with it on his own.
