No, a true G1 Fortmax should be a monstrosity like HASLAB Unicron, mainly to keep the spirit of the original toy being so freaking huge compared to the rest at the time.
Matter of perspective. To me a true G1 Max is the comic representative, which is barely bigger than a leader. To accommodate the double headmaster he would have to be a commander class. Same with comic Scorponok.
BTW, if they are willing to make an IDW leader Fortmax, it gives me hope for a possible Marvel Comics leader Scorponok.
That's why we need a commander G1 Maximus.
Seems like FortMax can be the at any size.
In the G1 cartoon, he's definitely a titan:

In R.ID 2001, he's
divorce class.

And in the Marvel comics, he is indeed, a "commander," But only if the toy would have the cheat of unfolding like a tent in order to be "titan sized" for the vehicle mode, being completely hollow underneath. Then all those panels would compress into a leader sized bot. It would be quite the engineering feat to be able to do that, especially if it fit a commander budget.

In G1, mass-shifting is a common occurrence, but it's easy with cartoon logic. I want to see this replicated in a physical, real toy.
