Depends on who is he loyal to. Megatron or Shockwave. Or if he's actually an Autobot spy. (Nah. Doubtful)

Plus, Starscream already helped kill him at the end of the first movie. At least, that's what some of us think he did before escaping Earth's atmosphere to take over The Fallen's Decepticon army as his general in Lord Megatron's place. Serves Megatron right for insulting Screamer the first time they spoke after all those years. :WHISTLE:

What if Soundwave is really Blaster? That is, Soundblaster, former loyalist to the yellow mustachio bot on the moon who disappears after asking his trusted intelligence officer to act as a spy for him in the war. Of course to survive, Soundblaster changes his name and appearance to Soundwave and pretends to serve Megatron and The Fallen, and that's the real reason why he just orbits Earth and acts as a communications officer as he hopes for The Fallen's demise and weakening of Megatron's loyal army. :-$
