No, he doesn't; it would've been too complicated in those days to give him a functioning mouth like the others because his head has to split in half to transform.

It's still one of the coolest bots ever. Nab him. You must remember that this is a G! version so it does not contain the articulation of toys made today.

Obviously if they made a new version, and wanted to have his mouth open they could (see CLASSIC Grimlock).

He happened to be the only dinobot that did not have a mouth that opened, I know Sludge, Slag, and Grimlock did, but Swoop...hmmm, I think he did, but maybe not.
