In one Wal-Mart they had them on a rack in the Garden Center, along with other overstock/clearance toys. Another WM had him on an endcap in the back of the toy section, in the "Girls Toys" section.
I found mine in the Housewares section, on a top self with tons of other figs. It's christmas time, and WM's are getting PALLETS full of toys, and no where to put them, so toys are scattered all through the store. They even have toys on the tops of the frozen food boxes in the food Dept.
Starscream isn't in the regular toy dept set, so you're not likely to find him there. I'd suggest looking on the top shelf of every aisle. I even found about 20 Classics figures on a top shelf in the curtain section the other day.
