No,takara Season 3 takes place in the year 2010.

Are you implying that only one year has passed season 3/2010 & takara's japanese headmasters??

Most veteran fans speculate that Season 3's/2010's time line lasted at the very least for two to three years. with rodimus prime & galvatron having at least 3 years worth of leadership duties during season 3/2010.

I'd safely place hasbro's USA Rebirth season 4 around the hasbro usa time line of 2009.

I'd safely place the Takara Japanese Headmasters series around the takara time line of 2013. with the takara 2010 series lasting 3 years in it's time line.

No, I'm not implying that only one year passed, I'm saying as a fact that only one year occurred between the two. Episode 1 of The Headmasters says so.
