When I say configuration, I'm talking 'normal' setups, not the 'Judean People's Front suicide squad' setup, which practically nobody has.In order for there to be "junk" configurations, there have to be configurations that are optimal. With a good config, you may not win every time, but you'll usually have a good showing for yourself.
There isn't really a true optimal setup, regardless of whether you're in the arena or mission. If there was, everybody would be using it, and that would make this game rather boring, wouldn't it?

Yeah yeah, great for a lower level to hit a level higher than it, blah blah blah, xp gain is worth it blah blah blah.
Consider this then.
A 1-10 mission, one side has a mix of high levels, 10, 8, 6's & 5's. The other side has one high level and a bunch of level 1's who are in it for the xp gain.
Know what's going to happen? Those level 1's are going to get slaughtered leaving the high level all on it's own.
So what? You earnt a nice amount of xp by scraping that level 10? Good on ya! But what happens when it becomes about territories and resources? Are people going to be able to set aside their own personal gain and glory for the betterment of their faction? Are people going to stop to consider "hey, if I go in that mission there's a chance to earn a lot of xp, on the other hand if we lose that mission we lose this sector, I should stay out of it and leave it for someone stronger to fight"? I some how doubt it.
And frankly that's why we need more single level missions because there's getting to be too many people diving into missions in the hope of a quick high xp fix and not caring whether they win or lose, just as long as they earn the xp.

The game's pretty consistantly evolving as far as configs go, even if it's realitvely slow. What worked great before, doesn't work as well anymore as people figure out counter configurations. Which is part of the fun.
