I am almost entirely certain that is Starscream speaking to Bumblebee. Optimus is entirely to one side as the conversation starts and continues.

If this ends up truly the case, cause it is kinda confusing in that panel, it says even more for Starscream. He's become a pretty great character in recent years, in an almost Armada Starscream way.
