With the info needed on Wolverine, Bat;s wouldnt need much time to implement the plant.
He's already has been known to implement similar weapons on others, so its just a matter of tuning it for Logan.
If your going to ask how he could get the info, he has one of the best hackers in the world working for him, Oracle.
