I am new to this and can't find these questions answered, but if they were, I apologize.

How are characters matched up in the arena? By level? I am a brand new level 1 and am getting matched up against guys that are borderline level 2, and am getting absolutely destroyed. Sometimes not even pulling a hit off. That doesn't seem that fair. Should I purposely not level my guys up past 0 and hord more experience until I can become a mid-level 1 guy? Any pointers would help.

Thats the way it goes sometimes. The arena is set up by levels. Some can be a lot stronger than others. The cut off xp wise for Level 0 before being automatically leveled up to Level 1 is 50k xp. You can keep your guys down until at Level 0 if you want since the arena is very random down at that level, even still at Level 1. Every level has that situation when the new guys at that level get dominated by those that are about to reach the level above them.

The best thing to do is look at the stats the commanders that beat you are using, and either mimmic them or ask the rest of your faction for ways to counter them, but luck plays a huge part in it too.

Also, praying to the random number Gods work sometimes.

I try to stay out of the arena as much as i can, i like to take cracks at more than one bot at a time.

One other question, does armor do anything?

It reduces the damage you receive from incoming weapon and kick/punch attacks -but not from tactics (strafe, ram) damage- However, lower armors (rank 1-2) doesn't reduce that much (about 10-20% of received damage when you equip them with full 10 tons)

Not really.

We've all had our fair share of getting schwacked by the uber zeros and uber ones.

It happens man, i went against a level 1 that had 200k in xp (or some ridiculous amount for a level 1).

also, you're new in the game, just about everyone could have double or triple your xp.

Just keep playing and you'll get there, i promise!
