The "Other-world Tournament Arena" then.
An arena in the middle of it's own miniature solar system, in the afterlife no less. So if anyone not participating is dealt a lethal blow, no worries they are already dead. Only problem here is, you have to be dead to compete, so they would have to play by the rules. But that's alot of space, so things can get as ugly as they need too, just so long as neither of them touch the ceiling or the floor outside the arena.

Beast Prowl, Can I suggest my own arena, "The Modified Dyson Sphere Arena"
1. You find a sun-like star w/ no planets.
2. You build two gigantic spheres of transparent adamantium (an undiscovered Goku-Superman proof material) around the star. One of the spheres that covers the stars has a radius of about 88,350,000 miles from the star, the other is 93930000 miles radius from the stars. The fighting area cover the entire continous habitable zone (where liquid water and life itself can exist) of this system and will be the fighting area.
3. You fill the 5.83x10^20 cubic miles fighting area (should be sufficent) with an Earth like atmosphere with Earth like atmospheric pressure, thus Goku has his atmosphere and Superman his yellow sunlight. For a bonus, you can add asteroids, a Moon like planet, and even an lifeless Earth-like planet, complete with an ocean. (However, we might have to modify it enough for Goku to use his Spirit Bomb).
Is this fair enough, BeastProwl, or should we use that training room in the Watchtower where Goku and Gohan trained in the Cell battles but somehow install a "yellow sun" for Superman?

I think your overthinking this just a little bit I was simply suggesting a place they could fight and have enough room too do so.

Also, there is this. It's a Fancomic, but a damn good one if I say so myself. More to the point, they fight on an arena similar to what you suggested. After a while though, things dont go so well.

Fair enough, we'll go with your plan (if Dragon Balls can resurrect Superman, just in case),. There are couple of factors I would like discuss about this battle.
1. The X-factor in this battle might be psychology of the combatants. Superman is always serious. Goku is really loose before battles.
2. Superman in the 60s and 70s is way stronger than the recent versions. For instance, he could survive in the vacuum of space with no problems and he could blow enough cold air that could freeze someone ala Sub Zero
