Soundwave is almost certain for the second film, although his function in G1 was being loyal to Megatron. Perhaps there will be a plot were Soundwave arrives, seeking revenge for Megatron.
Given Soundwave isn't a fighter like Megatron, I believe he would be a "pulling strings" villian, perhaps he will command the Constructicons/Devastator, or the Combaticons/Bruticus. What wasn't really shown in the first film was the decepticons... backstabbing of one another; thinking one is better than their leader and failing because they aren't a team.
However, remember the plan for an Aircraft carrier transformer? I reckon there might be a very, very large Decepticon in the 2nd film instead of one that's built of smaller robots.
As much as I liked the Dinobots when I was younger, they really wouldn't work in this Transformers universe.
Shockwave would be like Soundwave, so I reckon Soundwave will win (be cool if he had Ravage with him, a vengful, violent yet obeying Decepticon).
As far as Autobots are concerned, I can see Arcee arriving, given she didn't quite make the cut on the first one. There could even be a "relationship" of sorts, between her and Bumblebee, echoing Sam and Mikaela.
Saying we have a few Autobots from the first film (virtually none of the decepticons) there won't be many more added in a 2nd film. I vote Mirage and Arcee.
As for the plot, keep it on Earth; that IS the point of Transformers (as much as I liked the 1980s film). As a kid the most imaginative thing is vehicles and mundane objects becoming robots. Putting it all in space with aliens loses the "in disguise" magic.
