Yeah, it's pretty standard for big films marketed primarily towards minors (such as Pokemon, Godzilla, and Gamera), although if I remember right in most cases the figure is pretty small and more like a figurine, with larger exclusives available for purchase at the souvenier booth. The exception would be in cases where the tickets are at a premium so the 'free collectible' isn't really free and the lines are huge.

Or like if they made an Action Man film in the U.K. and say it's their movie, in spite of the original Action Man toys being G.I. Joe! Or like making a Jenny film in Japan and saying it's Japan's film!
Also, I believe the good folks at Toho prefer to think of Tristar's Godzilla as 100% American (assuming by "new" you meant the film 7 installments back).
