Movie Bumblebee had them too. When he was hooked to the tow truck, and Mikaela was driving like crazy, Bumblebee used his shoulder cannons to blast Brawl.
The only inconsistency is, Old Camaro toy had the cannons. While in the movie, it was the New Camaro that had them.

But the Concept Camaro toy does have the big handheld cannon (which transforms into a blade/sword) too. Is this not the same as the one in the movie?

It has this long rod thing. Which is bigger and more prominent than the crescent.
I only see a small crescent disc in the movie, sprouting out from the wrist. And no missiles too.
