I think what Ryan is talking about is that his DVD player can play DIVX straight from a CD or DVD, so you don't need Nero to convert and burn into a DVD format... I use Nero to convert to a DVD format my Transformer's Victory and plays fine on the PS2 or my HDMI Phillips DVD player...

There is an option where you can change the region code settings to watch any region movies without actually changing the settings on your hardware. You can also watch DVD+-R or DVD DL +- movies on the Xbox if you using software like Nero or DVD shrink...

Oh... so does the game shark change the region for the PS2 as well? It's what I have.

It may be able to change the region but not the format. American PS2s can only display a NTSC signal.
