OK, here he is:
As far as Im aware he's Beast Wars, probably a fuzor.
Alt mode:
Part white bird with brown highlights (wings n feet), part blue hammerhead shark (head n tail).

Robot mode:
Blue chest, small white head, one arm is his jaw, the other his shark tail and feet are his altmode feet.

At first I thought this was a game thread where someone describes a figure and people have to guess and if they were right, they get to describe a figure and everyone else has to guess.
