That's one way of looking at it, though I think that they wanted to use the G1 molds so they invented the fiction to support their use.
This. Soundwave has switched bodies to support a modern figure (Botcon 2012 Soundwave) and/or suit a set of figures. They could have used a modern figure for whatever they wanted to do in fiction for Blaster too.
Except Soundwave had his Universe Ironhide body in fiction since 2009, a good 3 years before the toy was made. Happy accident, or deliberate future planning? You be the judge.
I'd still like to see how they're gonna explain him reverting to his original body though
