OR: There are multiple teams of constructicons in the decepticon army, but they need a middle piece, like Scavenger/Demolishor, and since one was killed at the start of the movie, the second team can't form Devastator on their own
(hey, it is as likely as Counterpunch's theory about the non-transforming team and the transforming, but non-combining one...)

No, Devastator works like G1 Omega Supreme or Armada Tidal Wave. One robot who's alt mode is a group of vehicles. There are also a group of Decepticons who each transform into construction vehicles.

They are just decepticons. The one who repaired Megatron was the doctor, not the so called constructicons. Hasbro and the movie makers did not coordinate well their ideas. It didn't help that Hasbro painted the Demolishor figure with Devastator's power shovel colors. Demolishor's alt mode is clearly white in its entirety. This happened with Rampage too (him being red)... and even worse at that, since Devastator's left leg is a completely different scavenger model than Rampage's. Again, I vote bad coordination between Hasbro and the movie production team.

this is beyond doubt what happened b/c the movie was so rushed. Even Bay said he wanted/needed more time.
Now, explain this: Why weren't there any other seekers in the film?? Even for a little bit, it would've been sweet to have Skywarp, Thundercracker or any other seekers. Instead they went nuts on construction vehicles.

Because Starscream was owning them being the only plane. If the Decepticons were all flying vehicles alts, the Autobots would have been owned being stuck on the ground, and having to try to shoot fast moving, far away, but accurate attacking enemies.
It's a theory anyway. You know how straight-lined, think realistic, can't be anything that stretches the boundaries of disbelief too much MBay, and Orci, and Kurtzman seem to think. So the Autobots would be unable to fly and fight them, and would get destroyed from a distance.
