Goshooter, better known as Shuta Go, was one of the Autobot Headmaster Juniors from the Japanese Super-God Masterforce cartoon. His toy was a redeco of the G1 Siren toy.
However, don't let that video clip fool you. Though he looks to be a mere human merging with a lifeless Transformer body when he transforms into robot mode in this video, the end of the series had all of the human-bonded TFs gaining their own life and separating from the humans completely, no longer needing them anymore.
This new toy of Goshooter represents the fully-living robot version of him after that series, so there's no need to worry about some human boding with him to give him life. But, the little Targetmaster this toy comes with is meant to be that same human, by now grown up into an adult, likely wearing a Targetmaster exosuit like those we saw the G1 Targetmasters wearing in the three-part G1 cartoon episode "The Rebirth".

I know very little about the Japanese G1 cartoons. I would watch them, but I just cant get past those annoying subtitles and voices that all sound like the same actor.

We keep trying to tell you who this guy is, but I can't for the life of me figure out why you're not getting what we're saying.
