Has this ever been released in Legends scale? Thanks.

Yup. All Camaro models have a representation in the Legends/Cyberse lines:

1970's Camaro: first movie
2008-2010: Revenge of the Fallen
2011: Dark of the Moon.

Yes, that image is of the 70's style Camaro. And Clifjumper was released with the same mode.
