Here is why it makes no sense to reissue these things:
The only reason that most people want them is because they are rare. They're pretty cool, but there are far better Transformers out there. If Takara reissued them, they would warm shelves until the end of time. A few people would buy them because they actually like them, but most people would see little use for a set of Headmasters. It would, most likely, kill the market for the originals as well.
So, by reissuing the figures Takara:
1) Makes the people who spent years and thousands of dollars looking for these figures feel like chumps.
2) Puts out a product that very few people want (see God Ginrai reissue and Stepper Reissue) now that they're no longer rare.
Reissue the popular figures, but leave the figures that are ONLY popular because of their rarity alone.
