Judging by the novel, and how the pics show him in the movie (i.e., the scene set up), I'm willing to say that that is exactly who he plays.
And he will be damned, damned good for the part too. Guy is a great actor, and he brings the funny.

Megatron looks pretty and sparkly in that shot with Bay....

I don't know if anyone else bothered to frame by frame the exclusive content at autobotsrollout.com, but here's a screencap of who I presume is Anthony Anderson being "arrested" before being brought over to, S7 or something.
