I based Arcee's height on the actual motorcycle Hasbro's concept art said she was, a Buell Firebolt which is 194 centimeters long from end to end according to the Beull company web site. With the toy measuring 14 centimeters long it has a scale of about 1/14. Her robot mode would stand about 6'11'' tall.

She is/would have been 9 feet tall, it was confirmed by Roberto Orci, I believe. Hasbro mentioned it to at the Hasbro tour during Botcon this summer.
