Overwhelm left it's last mission at 17%. Given that there was only 20 mins between the mission you posted and Overwhelm's mission before that, it's a safe bet that Overwhelm didn't enter the cr chamber. Plus a strafe's first salvo is suppose to deliver around 20% in damage, so yeah, not 100%, just someone iron-botting.
