I suppose someone might say Crowbar or RID Sideswipe for similar reasons or even Prime Cliffjumper.
I'm actually quite fond of Wheelie enough that I keep coming back to him as a toy fun to fiddle with I also enjoy playing with Rodimus he's easy and quick to Transform - not the best likeness but the way he transforms make him a fun and easy toy to play with.
For that reason I also like the black version of Prime Bumblebee too. He's got a decent amount of poseability with good shoulders and ankles but he's really quick to change and is fun to zoom around and he has no transformation gaps either - something that can't even be said about some deluxes.

This is a tough one, it covers so many different series and sizes. For the movies I'd put Hatchet and Powerglide at the top. For Prime it's hard to pick anything other than Abominus as a whole, every member is great. For CHUG I'd go with either Cosmos or Beachcomber.
Outside of those lines I don't really have much from this size class. I do really like Spychanger class Scourge from RID2001, though.

Windcharger and Breacher are Scouts which are a little bit bigger than the current Legends class which includes the Seeker mold. RAR specifically said the smaller Legends class which, along with Scouts, was replaced by Cyberverse Legions and Commanders respectively. So basically we're talking about figures even smaller than those Seekrs. EX is just the Japanese catch-all term for the smaller Legends and Legions.

It does what very few of its kind manage to do: keep the functionality of the toy it's based on mostly intact. The only thing missing is the elbow articulation and some very minor transformation steps, but he really feels like a downsized version of the larger toy.

... for the sheer guts of him turning into a miniature gun in this day and age.

As I mentioned above, RID2001 had Spy Changers which were definitely a precursor to Legends/Legions and much smaller than Scouts. Sure, most of them were presented as proper characters from the cartoon and just repaints of G2 Go-Bots (which were small characters like Micromasters and Minicons, not small toys of normal characters like Legends/Cyberverse), but Hasbro went the extra mile and released mini versions of Prowl, Sideburn (both repaints), X-Brawn, Scourge (both new molds), Optimus Prime, and Ultra Magnus (both like Cyberverse Commanders).

Rust Dust from the Victorion set is the closest thing to a Legion class toy I have ever owned/played with. I usually don't buy the smaller figures as I prefer the Deluxe/Warrior class. Gotta say though, this little figure has a lot of poseability. The chest armor mode is a little tricky to keep on Victorion but bike mode is so much fun to play with in hand. I spin her tires like a fidget toy.

I honestly would have never picked up this figure if not for the set, I am plesantly surprised how much I like it.

No. Those are Scouts.. I didn't really mean Legends either - but I know if I'd not said Legends someone would say "that isn't a legion they used to be called legends" - and then if you do say "Legends" someone else assumes you means CW size legends.
But I meant the ones with the hotwheels size alt modes specifically.
The War within / Cybertron Starscream style "seekers" are fine as is the Generations F-15's - the CW F-22 looking ones wasn't what I was thinking of (for this thread at least).

As to Historically speaking I suppose someone could argue a G1 Minibot is the same scale - Axcelerators, Sparkabots and Triggerbots are a bit big - I guess there is an argument to be made that the Overload Minicon is Legion size. Spychangers for sure.
I guess the problem with Titanmaster vehicles is they only half count as that size as they lack a robot mode for the vehicle and only some of them have a recognisable car mode and in a way they can be seen as more like a minicon.

Another great thing about the G2 Gobots/Spychangers is that in vehicle mode they end up roughly about the same size, if not slightly bulkier(but haven't most cars shrunk over the years?). The robot modes though are significantly shorter. Still a neat way to bolster your Legion's.
As for my favorite, hoo that's a toughy. Echoing a couple other choices:
-DOTM Hatchet is great, but I've always felt he was too large in vehicle mode, so I've always treated him as a Scout class.
-What more could be said about Cybertron Starscream? One of the first and still one of the best, even surpassing the deluxe in shoulder range.
But for original mold not mentioned, a shout out to the Air Vehicon:

This probably is linked to my recently watching though the entirety of Prime recently for the first time since it finished its run, but why did Hasbro not make a deluxe of this prominently appearing variation? They can make a new mold of a dead character(Beast Hunters Dreadwing) though...
Back to the mold they did release, I just like it. The vehicle mode is unique and true to the show, and it's an easy fun transformation(visible head on the bottom, but other Cyberverse jets have that too). The robot mode has basic articulation, but it looks good and the wings do fold back to provide a preferred look and proper arm movement, so kudos to the designers. There's also good paint as well, something that we've been missing a lot these days.
Now then, can I add a favorite repaint for fun? That one goes to ROTF Tankor:

It came out of nowhere, and much to my dismay they never release any of his cohorts. The implied single optic, the yellow stripes on the chest/legs, and red X chest details are great call backs to the Beast Machine CG character and even the hands work perfectly. The mold itself is a good one too. The tank mode looks fine and features a barrel that can be raised. The robot mode works well too and has rare thigh swivels!

There are a few there - is some reused moulds in gifts sets in places like Target like Knockout pretending to be stinger. Also there is the repaints like Magnus, & Cliffjumper (mostly what used to be called 'market 6' & in Australia).
I wish I could find an Ultra Magnus and that Megatron that for some reason never came out in the UK ; I only have the Megatron tank in Metallic green and metallic purple so far.

For anything modern day equivalent i would go with Movie RealGear High-Score 1000 who turns into a white playstation controller. Great poseability but those chest guards fall off whenever i want to pose him or transform him.
