By the question's own logic, one could argue either:
i) that it should read "each cat and each kitten has 4 legs",
or
ii) that the question does not tell us how many legs each kitten has (as it only says how many legs each cat has), therefore making it impossible to work out how many kitten legs there are.
EDIT: As AlienQuikSilver says, we don't know how many legs the children or the kittens have.
