I always saw it as the "origin story" for the movieverse. Your standard origin story film is usually slower moving than subsequent installments because you need to set up the world in which the series takes place. Batman Begins, for example, is mostly about how Bruce Wayne was inspired to become Batman and the adventures he had/training he recieved leading up to his return to Gotham. He only dons the suit a four times in the movie, compared to The Dark Knight.
