nah, I don't believe Hasbro and Paramount could be that stupid.
The movie was released in Australia a few days before the US, we got the toys around the same time. Hasbro KNOW the Australian fanbase is smaller than the UK yet we always get far more.
Hasbro UK are simply idiots who seem content to sit on their arses and not push TF's in the UK.

No fast food promos? - theres the burger king promo that has made the papers because its promoting a violent film to young children.
Been to toys r us lately? - front of store priority displays
adverts are on all the time for the film and more so now the game, the game is the UK all format number 1 at the minute.
Woolies proudly boasts they sell transformers on posters in the window (their selection is subpar but woolworths have never been great for toys in my opinion)
