Not just those toys, also the larger Gorilla and T-Rex versions bios make that very apparent, but the difference is that Japan had them as the G1 characters up until they boarded the ark in season 3 of the show, long after they where established as separate characters in the original version of the show and later toys.
This is not entirely correct. While the Japanese Beast Wars dub does seem to imply that Optimus Primal/Convoy and BW Megatron were the same bots as G1 Optimus Prime/Convoy and G1 Megatron, it was never explicitly stated as such in the series itself. While the implications were still present, the exact answer as to whether or not that were the same inidividuals as the G1 leaders ultimately remained ambiguous. Still, Primal refered to as a "Legendary Supreme Commander" in Lio Convoy Kiki Ippatsu doesn't seem farfetched these days. Because the current reality is that Beast Wars II and Neo take place "tens of thousands of years" in the future, well beyond the time of Beast Machines/Beast Wars Returns. With this, Primal can be viewed as a legendary leader by Lio Convoy's team because he existed at a much earlier time period than they did.

One could always say that the IDW Beast Wars comics don't follow the BWII and Neo cartoons to the letter.
