well depends on how he handles lugnut's explosive punch since it is the movie version, also his flight ability is not too impressive so I'ld give movement to Lugnut too.

I give this to Lugnut (if it's the Animated and not the Cybertron version), Iron Monger wasn't that impressive to handle a decepticon.
