Because most musicians lip sync for public performances. Especially ones that aren't in arenas with PA systems.

The reason it's lip synched is because...well...its kinda cold.
As a singer and a North Dakota resident, I know that it is hard to sing in the cold, even in New York cold which is like, 40 degrees, which is not cold at all. As long as he's lip synching to himself, I think it's ok.
