No idea, and I really don't care enough about the PCC to argue. My best guess is that there is a release schedule and that particular toy shouldn't have been on the shelf yet.

Yeah, I left them there. I already got my stuff from BBTS (I'm under the gun in the upcoming months and didn't want to fret hunting for Wheeljack and Kup in particular.) This particular Walmart is where I usually see the first stuff hit before they hit the Targets in the area. Happy hunting!
(By the way, Kup and Scourge are pretty sweet. I think I still like the Titanium Scourge for my classics shelf, but B2 Flying Wing Scourge's robot mode rocks pretty hard.)
