Exactly. Galvatron in IDW (and oddly enough in the Original Series: Rebirth) hates the idea of being bonded to anything else, (organic or Cybertronian) Any form of combination to him is an abomination. So the very idea that he would allow himself to become a "Headmaster" goes against everything Galvatron believes, in multiple continuities. Though I do find a nice irony that his Headmaster's name is "Nucleon" the energy that took away the abilities of the Transformers to "Transform" in the original Series in favor of *greater power*

I was never one to assume IDW would follow the look/style of the Generations toys, I know they do get requests from Hasbro on occasion to feature certain characters (HI I'M WINDBLADE!) but for me, It's not so much a matter of hoping characters in IDW would follow suit with the toys (i.e. Chromedome becoming a Headmaster), for me it was, he should have been a Headmaster from day one, toy or not, and the fact that certain characters develop in completely topsy-turvy ways is just odd to me. But the majority seem to like it. C'est la vie
