Wrong. It is a general rule of thumb that the President during his first term inherits the mess of the former (In this case Clinton). Here is a good article for you to read about Bush more or less predicting the future with Sallie Mae and Freddie Mac from 2003.

Also Clinton had the chance to get Bin Laden twice, SAS had him once and rumor has it we did after the first Trade Center bombing. Iraq, okay no weapons found.
