Essentially, for Beast Wars, they did all the voice acting, then the animations were done to fit the voices. This allowed for a more natural, flowing kind of Voice Acting which is generally top notch.
With the Unicron trilogy, the animations were all done by the time the voice actors started working. That means they have to get their lines in within say, six seconds. It's far more unnatural and leaves very little room to maneuver, so if Gary isn't at his best it's because he's at an artificial disadvantage.

I guess they wanted Primal to have a motto that he uses often, a throwback to prime saying Rollout, which i think Optimal Optimus used in one of the episodes, though i can't remember.
