Over 100 stories were submitted of which only a certain ammount got actually picked up to be turned into scripts and be produced into episodes. According to the rumor as I understood it, the story starts 4 million years ago. A distress signal from Teletraan One reaches the Autobots on Cybertron. They send out a rescue party to include Perceptor, Blaster, Beachcomber, Inferno, Red Alert and all the others and go out to find Optimus Prime and the others.
Shockwave still in control of Cybertron intercepts the transmission and sends out the Coneheads and the TripleChangers to go after them. They attack and board the Autobot ship it crashlands on Earth and they are discovered in "present day" Earth, and join the ranks of their team mates.
If this rumor is true, you can kind of guess why they nixed the idea, to turn this story into an actual episode. It's too much like the pilot episodes of the first season. And it wouldn't really make sense to go through all of the same motions again.
So far I have not heard anyone official mention this supposed proposal. But I have not heard anything suggesting that it couldn't be true either. Remember, Sunbow was on a tight time table in those day, while next to Transformers and GI Joe the got to do more an more shows, on the same resources. Supposedly, there were some 100 to 150 proposals of which only 52 (or actually first 12 and then 40 to make up season 2) were picked to get greenlit for production. If a proposal was bad, they would skip it and go for the next one that was ready to be used, instead of wasting time and money on re-writing one. So the rumor is plausible in that regard. But true or false, it was never used in production and so it really doesn't matter one way or another.

Haven't heard that one before. That's pretty interesting. Even if it is just a MTMTE Pt.1 ripoff. They could've just changed it to where they all crash land in the present instead of another "4 million years" deal.

I do kind of remember a script idea that sounds a bit like your rummer.

Well, I know that Marvel and Sunbow at least kept in touch with scripts and storylines and such on X-men, to not clash between show and comics and give away something from one media to the other. When I was there Marvel had meeting notes,script drafts, story board idea, and other materials that I assume were from "Brain Storming" secessions between the producers and writters.
It seem like either Marvel was involve in episode development or they at least got copies of everything involved in episode development.
