No he was on the show.He was the black and white pick-up truck.
Only 6 Spychangers made it to the show

So that excludes Goldbug, G2 and the Pretender versions of the character.
But the 1967 version of the movie character is a good point.

I don't think he meant just tv shows, he's included movie appearances as well, but it looks like Soundwave would be excluded "if" he appears in RotF as that would be a fourth appearance for him.

As SP said, "if" (as he's not convinced it's the not a lie, which is fair enough) Soundwave is in RotF then he can't be counted as it'll be a fourth appearance for him. Thus I can only conclude that it's "exactly" three appearances, nothing more, nothing less.
Let's just wait for SP to clarify the "rules" for this properly.

Skid-Z was not a Spychanger member and was "NEVER" added to the group, and neither was Tow-Line.
And BTW the toys of both characters were bigger then the Spychanger toys.
