c) In order to release Revoltech in the west new licenses would have to be negotiated with the owners of the rights to those properties in those respective countries. i.e Hasbro would have to strike a deal with whoever releases the figures in the US to use Transformers characters and likenesses. The same would have to take place with the owners of Evangelion, Patlabor, Mazinkaiser, Giant Robo etc etc...
In short its not going to be down to Hasbro if the line ever surfaces in the US unless they purposefully go after forming a partnership with Kaiyodo, which I doubt they would as Revoltech is not particularly commercially viable in the west were the market for action figures is still predominantly children.

TBH I think it was just put there to cover up all the folded up constructicons that made up his chest, without the wing he looks a little odd and asymetrical. The wing much like the crotch peice sorta pulls together the constructicons into something that resembles a giant robot and not a pile of twisted up construction vehicles. I wouldn't be suprised if Mazinger was an influence to the design but the practical purpose probably came first.
