First you'll want to build some epsionage probes, and preferably work up your espionage tech level to around level 5.
Next, click on the statistics page. Let's say you have 1000 points. Newb protection protects anyone with less than 20% of your points, so the weakest person you can attack will have 200 points. Search through the rankings till you find the page with people who have around 200 points.
Next, make sure you used tabbed browsing as this is much easier with tabs.
Got tabs? Ok. Next, middle click on the "message" button on every single person from 200 points upwards. Yeah, all of them. Once you've got about 15-20 tabs done, start looking through them for people with co-ords close to you. You don't want to go too far away to avoid deuterium costs, and time costs. Close off all the tabs for people who don't fit the bill.
On each of the remaining tabs, quickly memorize the co-ords then click on the Galaxy button. Remember those co-ords? Tap them in then fire off an espionage probe at your target. While that flies off, do the same with tab #2, then #3 etc till you run out of probes.
In a minute or two you'll have your esprep. Read your esprep. Is it a profitable target? If so, attack. If not, go to the next esprep.
Rinse, repeat.

Now for my uni 37 update.
Unexpectedly long days at work mean I haven't hyad much or any time for being online, rendering my fleetsaves ineffective. Ineffective fleetsaves lead to being attack by Tuff (2:175:8), the #1 ranked player in the game. He has 225 battlecruisers.
