Plenty of bad stuff happened on Ultra Magnus' watch. (like the siege during Rebirth.)Ultra Magnus never wanted to be leader, he was just a commander and effective soldier, as he had Riker of Star Trek:TNG syndrome, but Rightfully so, as I wouldn't want to try compare to Optimus Prime either. As the saying goes, you never want to be the guy who follows a legend. He tried reject it, but he just followed orders.
Hot Rod was directly the cause of Prime's death. It be like having a Justice League movie, and having Jimmy Olsen get Superman(or Jason Todd/Batman) killed in a fight with Darkseid, then take over as leader of the league by end of the movie. Take something that mildly annoys fans, and shove it down our throat is a recipe for failure.
Rodimus knew he sucked even. He spent most of this time doubting himself, which if this was beginning of the series(the movie might as well been a whole new series, while they left the original series going with a 20 year gap to fill in.), his character could have worked. But we already had this unstoppable force of good that was Optimus Prime, being stuck with Hotrod just wasn't going work, the hero's story was told out of order.(not to mention he made some massive blunders over his short career....his biggest was fight or flee, Optimus never would have blown up a planet on purpose.)
All the newer versions of Prime tend mirror Hotrod's progression up the ranks. A rookie getting his first time out as a commander, and eventually becoming one of the best there is, following more usual path of a hero's tale. The only time G1 prime was seen have any kind of progression was usually seen in flashbacks or time travel episodes.
As a kid I absolutely hated Rodimus Prime. Between his really dumb name (Rodimus Prime just sounds like such a cheap knock off to Optimus Prime which actually means something, First and Best.) horrible alt mode, as what the heck did he turn into. As Hot rod he was much more tolerable.
As an adult I can understand why they opted for the change. (and I'm now thankful they didn't kill him to give us Springimus Prime heh.) I actually feel sorry for his character as he was doomed to fail with how he was introduced. In Rebirth, we see him used as a sub commander used in the field while Optimus was more of a management role, like General Hawk was to GI Joe or Professor X in Xmen. Had they simply sidelined Prime by making him the overseer of Cybertron or made him in charge of the earth based transformers, while Hotrod was in charge of the space based missions, fans could taken him better.
Killing a legend and giving as a bunch of fill ins for beloved characters was a poor route to go.All fans resentment was funneled right at Rodimus Prime because of that.
