Who says a "Movie" Devastator or Bruticus would need members with the same names as other Transformers?
Can Bonecrusher ever be something other than a constructicon? Can Brawl or Swindle ever be anything other than Combaticons? Of course they can, they've done it before. Superion, Devastator and Bruticus in the Energon series were composed of members with new and different names. What difference does it make? They don't need to respect the team set-up like it was 20 years ago.
The Movie universe is a new continuity, Hasbro and Dreamworks have always said it was.

Cliffjumper! That is, if Casey Kasem is over the whole Carbombya thing. It's just not Cliffjumper without him.
I also would like it an awful lot if Prime used the little sliver of the AllSpark he recovered from Megatron to bring Jazz back.
And I'll echo the Omega Supreme sentiment expressed earlier.

I'd say Tracks, while no major super important combat ace in the hole, fits rather well.
a) He's a Corvette. Perfect way for GM (if they were smart enought to sign a multi-movie deal, for continuity's sake) to show off the upcoming the ZO7 version, and they can appropriately have him still blue, as the development nickname is "Blue Devil".
b) Right now the Autobots are just hanging out on Earth, driving around as cars. Last as I checked, there's little Tracks enjoys more...
Though, I'm still worried, as far as keeping the surviving TFs consistent, about the fact Hasbro's going to want new toys. At the least, Bumblebee'll end up a production Camaro without the massive wheels anyways.

When I saw Prime pull the shard, I felt a lil better... I hope Jazz does return (maybe the All Spark will give him a new alt form too! (on a side note, I saw a silver Solstice on the way home from work and it looks bad ass, and was very small, so Jazz' size in the film was perfect... I was slightly hoping the driver would be ejected Bond style and the car transformed, that woulda been a hell of a story for the grand kids!)
I wanna see Mirage (GTO), Hot rod (Enzo maybe???) Ultra Magnus (if smaller than Prime, Cadillac truck or SUV... If bigger, FIRE TRUCK!!!). ARCEEEEEEEEEEEEEEEEEEEEEEEE!!!!
Baddies: Ravage (motorcycle or that little biddy BMW 2D coupe), Constructicons!!! (If they do include these guys, they probably wont be the full team... maybe condense it to 3 since he would be HUGE!) and SWINDLE from movie toy line... (or the design... turn him purple and call him Shockwave)

The Decepticons WERE pretty damned powerful...until they weren't for plot-device. The thing I always liked about G1(please don't jump down my throat for invoking G1) was that the Decepticons were WARRIORS, and the Autobots always seemed to be regular, blue-collar(except for Mirage) joes who answered the call, y'know? So it makes sense that the 'Cons would overpower them.
I'd LOVE to see Grimlock tip the scales. He could almost get played up as this guy that the Autobots are just as afraid of as the 'Cons are. Picture this with me, if you will:
Starscream has returned with more 'Cons to do what Megatron couldn't: defeat Optimus Prime and, by doing so, secure his new position as Decepticon leader. The battle rages, and the overwhelmed Autobots get pinned down (wherever. Military base, oil field, insert interchangable locale here). Simultaneously, a Transformer "protoform" space-mode is tearing through Earth's atmosphere. It happens to land near the battle, tearing a deep trench into the ground between the warring factions and kicking up smoke and debris. Starscream smirks(assuming he can with the movie design), thinking another Decepticon has answered the call. "Go see who it is" he says to one of his fellow Decepticons. As the Decepticon nears the crash site, everyone is looking on. A huge arm bursts through the smoke and snags the 'Con, pulling him in. Screams are heard, then loud footfalls. Emerging from the smoke, energo-sword at the ready(think: Prime's blade in the movie), is Grimlock. "Who it is? Me, Grimlock."
The scales are tipped.
(A very convenient and not-so-amazingly written scene, I know. But, then, neither was the movie)
